Wamendagri: Program Otsus Harus Menyentuh Kebutuhan Warga

Wakil Menteri Dalam Negeri (Wamendagri) Jhon Wempi Wetipo menyatakan, program yang bersumber dari dana otonomi khusus (otsus) yang dikelola Pemprov Papua Barat dan kabupaten/kota harus menyentuh kebutuhan warga. Sudah 15 tahun Provinsi Papua Barat penerima dana otsus, harus dievaluasi, apa yang sudah dikerjakan dan apa yang belum dikerjakan, dikatakan Wetipo di Manokwari, Senin.

Ia mengatakan, hingga saat ini masih ada anggapan bahwa dana otsus tidak dirasakan langsung oleh masyarakat menjadi indikator bahwa program otsus belum berjalan baik. Ia menjelaskan, agar penggunaan dana otsus berjalan baik maka harus diwujudkan dalam program nyata dan benar-benar lahir dari aspirasi masyarakat tingkat bawah. Ia menambahkan, Pemprov Papua Barat harus bisa menyerap program otsus dan dalam musyawarah rencana pembangunan (Musrenbang) tingkat provinsi.

Untuk itu, pejabat-pejabat yang berwenang harus mempunyai pemahaman utuh terkait penerapan program yang bersumber dana otsus. Sehingga apa yang dibahas di Musrenbang selanjutnya bisa dijalankan dengan baik.

Wetipo berharap otsus bisa melahirkan program kongkrit yang menyentuh kebutuhan masyarakat. Tidak perlu banyak program tapi langsung menyentuh kebutuhan masyarakat. Ia mengatakan, seharusnya penerapan dana otsus yang tepat sasaran saat lebih mudah karena Provinsi Papua Barat telah dimekarkan menjadi Provinsi Papua Barat Daya. Dengan begitu, rentang kendali layanan publik bisa semakin terjangkau.

Menurutnya, dengan pemekaran maka Pemprov Papua Barat bisa lebih fokus memikirkan pembangunan pada tujuh kabupaten di bawahnya. Ia menambahkan, tujuan pemerintah adalah mengangkat kesejahteraan masyarakat dan mengangkat harkat derajat mereka.

Enhance Otsus Program to Meet Citizens’ Needs Effectively

Deputy Minister of Home Affairs (Wamendagri) Jhon Wempi Wetipo has emphasized the importance of ensuring that programs funded by the Special Autonomy Fund (otsus) managed by the West Papua Provincial Government and districts/cities must address the needs of the people. After 15 years of West Papua Province receiving otsus funds, it is crucial to evaluate what has been accomplished and what remains to be done, stated Wetipo in Manokwari on Monday.

He pointed out that there is still a perception that the otsus funds are not directly felt by the community, indicating that the otsus program has not been implemented effectively. Wetipo explained that in order for the use of otsus funds to be successful, they must be translated into tangible programs that truly stem from the aspirations of the grassroots community. He added that the West Papua Provincial Government must be able to implement otsus programs and involve them in provincial-level development planning meetings (Musrenbang).

Therefore, officials in charge must have a comprehensive understanding of the implementation of programs funded by otsus. This way, the discussions held in Musrenbang can be effectively put into action. Wetipo expressed his hope that the otsus funds can lead to concrete programs that meet the needs of the people. It is not about having numerous programs but rather directly addressing the needs of the community.

He suggested that the targeted implementation of otsus funds should now be easier since West Papua Province has been divided into West Papua and Southwest Papua Provinces. This division will enable better control over public services. With this restructuring, the West Papua Provincial Government can concentrate on development in the seven districts under its jurisdiction.

He further added that the government’s goal is to improve the welfare of the people and elevate their dignity. The effective utilization of otsus funds is essential in achieving these objectives. By focusing on programs that directly benefit the community, the government can make a significant impact on the lives of the people in West Papua.
